The federal government has recognized the feasibility of establishing a special fund to support GLONASS and their promotion in Russia and abroad. The idea was discussed on September 4 meeting of the working group on implementation of GLONASS chaired by a member of the Military Industrial Commission Igor Sheremet.
“Hold offer nonprofit partnership GLONASS feasibility of establishing the Fund, which aims at supporting the development of GLONASS technologies and their promotion in Russia and abroad, and Technopark specialized for companies developing products and services with the use of GLONASS technologies, “- said in a draft report on the meeting of the working group.
Economic Development, Ministry of Industry and Facility “Skolkovo” entrusted to the end of November to submit proposals to the government on the creation of such a fund and specialized Technopark.
– We believe that such a fund will be one of the main tools of commercialization GLONASS in terms of growing businesses, – says Alexander Gurko, president of NP GLONASS. – Technopark until we see it not as a building, but as a community of companies, possibly virtual, which will focus on the implementation of projects on the basis of GLONASS.
Chapter NP GLONASS results in the example of China, where there are two relevant industrial park focused on the development of technologies based on satellite Baidoo – Chinese counterpart GLONASS system. In this case, the space segment Baidoo still deployed.
– In one of these industrial parks already invested $ 1.5 billion, in another order of $ 800 million – says Gurke . – Of course, this technology park to be created a dedicated fund, where, first, the speed of processing and analysis faster than in conventional funds, and secondly, the risks are lower due to specialized expertise. Today we can say with regret: Russian development institutions do not invest in GLONASS technology. Neither the “Skolkovo”, or VEB or “Rusnano” or MERs are not active in this matter. So it is impossible to leave, then you need to find other means to support the developers, so we are talking about a dedicated fund and technology park.
Sergey Zhukov, Advisor to the Chairman Fund “Skolkovo “believes that a dedicated fund may reverse the imbalance in the development of space and ground segments GLONASS.
– We see that the state is spending heavily on the space segment of GLONASS and ground constantly lags both in terms of funding and the level of development – said Zhukov. – As a result of market chips we almost lost: foreign producers knocked off his few domestic developers. Dedicated fund will be able to help remedy the situation, its effectiveness can be achieved through specialized expertise, allowing to increase the accuracy, speed, depth, viewing projects. Maybe fund for GLONASS makes sense to do with already functioning institutions development. With regard to the industrial park is unlikely to need to create from scratch, because there is no need for a dedicated infrastructure. Parks in Russia created a lot, it is possible to use existing platforms.
Formation of a special fund to support the development of GLONASS technologies will run in parallel with the organization of state-owned companies, which will be entrusted with the coordinate the implementation of federal program GLONASS. Including – the coherent development of the orbital constellation, ground control, augmentation and support systems. As previously reported, the founders of this company will perform “Joint Rocket and Space Corporation”, “ISS Reshetnev name” and “Russian Space Systems”.
