Night "glow" in Chelyabinsk was noctilucent clouds - BBC

Noctilucent clouds are typically seen in summer in clear weather in twilight, at latitudes between 50 and 70 degrees, at a low altitude above the horizon. This cloud, which mainly consist of water and ice crystals are formed in the atmosphere at high altitudes – slightly less than one hundred kilometers.
