Director of the Department of attestation of scientific and scientific-pedagogical personnel of the Ministry of Education appointed Inessa Shishkanova.
She is a graduate of the Moscow State Social University, where she graduated in 1999. Then Inessa Shishkanova worked at Legal Department of Education and Science, and in 2005 became head of the legal department of the Office of the Federal Property and the development of material and technical base of the Federal Agency for Education. In 2006-2007 Inessa Shishkanova worked in “the Federal Institute of Education Development,” in Rosobrnadzor. Since 2012 was the Deputy Director of the Department of training and certification of scientific and scientific-pedagogical personnel of the Ministry of Education. Since February 2013 held the position of Acting this department.
Stepping into a new position, Inessa Shishkanova stressed that the main lines of work of the Department will be the optimization of the network of dissertation councils, improvement of the legal framework in the field of public attestation of scientific and scientific-pedagogical personnel.

In late January, a commission under the leadership of the deputy head of the Ministry of Education Igor Fedyukin reported on the findings of doctoral and master’s theses on history, protected at the Moscow Pedagogical State University (Moscow State Pedagogical University). The Commission concludes that the university was organized by the “mass production” of fictitious theses. Later, 11 people were defending themselves in the dissertation council on the basis of Moscow State Pedagogical University and found guilty of plagiarism and other violations were deprived of degrees.
