Council of the State Duma of the Russian Federation appointed on 5 July 2013 the second reading of the bill on the reform of the Russian Academy of Sciences, RIA Novosti reported.
The decision was taken at a meeting of the Board in accordance with the decision of the State Duma. In the first reading the draft law was adopted on July 3. Then “for” 234 deputies voted in at 226 votes needed to pass the bill. Against the adoption of the draft law voted 153 MP. One abstention. After the adoption of the Communist Party faction left the room, saying he did not intend to participate in the plenary session on July 5.
head of the faction “United Russia” Vladimir Vasilyev said that the final version of the bill on the reform of the Russian Academy of Sciences will be made only in the fall. Legislators intend to discuss it with the scientific community and make the necessary corrections.
Reform Act of Sciences has provoked heated debate between supporters and opponents of the proposed changes. Especially the negative reaction it caused in the scientific community. According to the draft law, three Academy of Sciences will be merged into one, eliminating the need to manage cash flow and property. Another three Academy will be handed over to the government. It is assumed that the president of the united Russian Academy of Sciences will be elected for a five-year term of not more than two times in a row.
On the reform of Russian Academy of Sciences, it was announced at a cabinet meeting on June 27. July 2nd State Duma Committee for Science and High Technology recommended that MPs reject the first reading of the draft law prepared by the government on the reform of the RAS. President of the Russian Academy of Sciences Vladimir Forts declared that “the proposed reform would lead to the death of our science.” Despite the outrage of the scientific community, the Minister of Education and Science Dmitry Livanov felt that the system of the Academy of Sciences does not feel drastic changes and academics should not be so emotionally affected by the proposed reform. In turn, Russian President Vladimir Putin believes that the advocates of reform and Sciences, and the opponents have a fair argument, but it is better to decide and finalize it than idle.
