Open Government Expert Group prepared a concept of development activities on remote sensing (ERS) in the Russian Federation. According to one of the authors of the document, the supervisor of the Space Policy Institute of Ivan Moiseyev, the Government instructed his group until October 1 to present the concept to be completed by this date to the ministries and departments.

Today’s Russia’s position on the global market for remote sensing are worthless despite the status of a full-fledged space power, Russia is satisfied with shares of 0.2% of the world market data and remote sensing products. The largest share here in the United States (61%) and France (18%). The Ministry of Natural Resources of Russia often complain that the bulk of the data for weather forecasts, they were forced to take a foreign satellites – its extremely small and their reliability is low. The decline of the domestic market ERS authors explain the concept of unjustified regulatory restrictions on the use of remote sensing data in Russia, the concentration of regulatory functions of the state order, management and execution of orders in a single structure (Roscosmos) and ineffective scheme budget financing of programs in terms of data and remote sensing products.

To overcome the observed decline of the authors propose the concept of using a radical reform of the scheme production of remote sensing. The main body in this area are invited to make the Government Commission for geospatial data and remote sensing. “The purpose of the commission should be the development of the draft decisions of the Government of the Russian Federation in the field of remote sensing, optimized in terms of economic development of Russia”, – says the concept. Among the main tasks of the commission describes the coordination of authorities in the implementation of the state policy in the field of remote sensing, the preparation of the agreed proposals on the operation and development of remote sensing, review technical specifications for the development and creation of remote sensing, a federally funded organization validation activities during commissioning of remote sensing for compliance with the stated characteristics of the actual.

The most important function of the government commission, according to the developers of the concept will be the choice of a federal operator ERS – temporarily appointed by the company (public or private), which will take over the operational management of the federal space means of remote sensing and will participate in the development of domestic products on the basis of customer requirements, as a participant of the products and services of remote sensing. According to Ivan Moiseev, ideally federal operator of remote sensing shall be selected on a competitive basis, and then with a company will be awarded a government contract.

Among the measures suggested by the authors of the concept for the development of remote sensing market in Russia, prescribes a “free and equal access of citizens of the Russian Federation to remote sensing data from space; restrictions on such access may be imposed only by the law of the Russian Federation. ” Under open access refers to the possibility of remote sensing data to any legal or natural person without any permission. The idea is that the product obtained by satellite, built by the budget, must be free of charge for the citizens who actually pay for the creation of the spacecraft and its orbit insertion.

According to Ivan Moiseev, agreed with the ministries of all items proposed concept before October 1, may not be.

– Radical objections from the Russian Space Agency, Ministry of Economic Development and the Ministry of Finance, – says Moses. – The space agency, in particular, fundamentally opposed to the transfer of control over the sphere of remote sensing of the new structure – the government commission.

A high-ranking source in the Russian Space Agency has confirmed that the agency does not support the proposed measures in the concept.

– We have a working concept of the Russian remote sensing system until 2025, and, in our view, a new concept in remote sensing is not required, – the interlocutor of “Izvestia”. – In addition, at the end of March this year at a meeting of the Interagency Commission on Military Security of the Security Council considered in detail the issue of the federal bodies of executive power of remote sensing survey materials. Following the meeting, Russian Space Agency, the Ministry of Defense, Ministry of Economic Development and Rosreestru instructed to develop proposals to establish a national center of remote sensing from space. The operator of such a center can be given the status of a federal state-owned operator of remote sensing.

In the Ministry of Economic Development “Izvestia” explained that they have made a number of objections and comments to the concept: in particular, there was support for the proposal of transfer of control of spacecraft ERS Federally owned property, determined on a competitive basis to the operator.

– For the control of the satellite need specialized ground infrastructure, located at the operator’s organization, the spacecraft (SC) or in subordinate organizations of Roscosmos – noted in the Ministry of Economic Development. – With regard to improving access to the available remote sensing data, here we consider the optimal creation of a federal fund of remote sensing data, which will include data from the state of spacecraft, as well as non-governmental spacecraft obtained or acquired by the federal budget. The data contained in this fund should be provided free of charge to public authorities and local governments, as well as any legal or physical person for the purposes of enforcement of a state contract that involves the use of remote sensing data.

Vladimir Gershenzon, General Director of “Skanex”, argues that cosmetic measures to change anything in today’s market realities of remote sensing has not come out.

– Radical reforms are already overdue, necessary to take arbitrary decisions – said Gershenson. – Thus, for example, was adopted by the reform scenario space industry. It eventually decided to separate the functions of the customer and the same thing, in fact, it is proposed here. One of the mechanisms of reform – the creation of a federal operator of remote sensing. If after this process on the brakes, then the space industry reform itself will have no effect. After all, if you say “a” in general, but then do not say “b” in specific areas, work will be nothing, everything will remain the same.
