Penalties for providing anonymous access to Wi-Fi in public places reach 300 000 – 3DNews

On the federal portal of the draft regulations published draft law on amendments to the Federal Law “On Telecommunications” and the Code of Administrative Offences (CAO), which proposed to establish liability of legal persons and individual entrepreneurs for the organization of public Wi-Fi-networks that do not provide user authentication and user equipment.

Recall that last year, Prime Minister Dmitry Medvedev has signed a decree, according to which access to public wireless networks Wi- Fi in our country should be granted only if the identity of the subscriber. This may use a passport or mobile phone number, the data of the Unified identification and authentication (ESIA) or login and password from the Unified portal of public services. However, until now the requirement to identify a caller is not in all public places.

The proposed legislation is just and must encourage the introduction of means of identification. Document prepared by the Ministry of Communications and Mass Media, and its development was attended by Russia’s FSB, the Russian Interior Ministry and the Economic Development of Russia.

The bill suggests to oblige the legal entities and individual entrepreneurs to provide free Internet access in public areas only if agreement with your service provider for user authentication. For violation of this requirement on the individual businesses can be fined from 5,000 to 50,000 rubles for legal entities – from 100 000 to 200 000 rubles. Repeated violation of the law by individual entrepreneurs will be punished by a fine of 10 to 100 thousand, legal entities – by a fine of 200 to 300 thousand rubles.
