From the end of April there were two major accidents with Russian spacecraft. April 28 from the Baikonur Cosmodrome launch vehicle “Soyuz 2.1a” the ship “Progress”. May 16 crashed rocket “Proton-M” with the Mexican satellite MexSat-1 on the board. According to preliminary version, the cause of the accident was the failure of the third stage steering engine.

Prime Minister Dmitry Medvedev said that the accident with the Mexican satellite “has the reputation of our program starts” and responsible for the accident must “answer the ruble” .
