Voyeur, transvestites and fetishists may prohibit drive cars – BBC News

Prime Minister Dmitry Medvedev in late 2014 signed a decree aimed at reducing deaths from road accidents and approve a list of medical contraindications, indications and limitations to driving. About it, “Interfax”, the site says the Russian government. Clarifies that the decision is aimed at reducing mortality on Russian roads to 10 cases per 100,000 population.

In the list of medical contraindications have “personality disorders and behavior in adulthood” of the International Classification of Diseases and Related Health (IBC). In the current ICD-10 states that the number of these disorders include pedophilia, sadomasochism, transsexualism, transvestism and fetishism, necrophilia, voyeurism, exhibitionism and other. In this case, the ICD said that in itself is not a sexual orientation disorder. According to government regulation, these diseases can be obstacles to driving a car “in the presence of chronic and prolonged mental disorders with severe or persistent painful symptoms are often exacerbated.” Total list of contraindications includes 10 diseases, eight of which are diseases of the nervous system. So in the list included blurred vision, mood disorders, disorders associated with substance use, mental retardation, schizophrenia and epilepsy.

It should be noted that the requirements for medical examination of drivers were approved in 2013, but the approved list medical contraindications to drive still does not exist.
