Shahray explained that the new institution of higher education will be opened on the basis of Lomonosov Moscow State University.
According to the rector of Moscow State University, the Russian side was represented at the signing it, and from China Paper signed by the Mayor of Shenzhen Xu Chin and party secretary of Beijing Polytechnic Guo Dachen. Sergey Shahray said that as at the signing attended by a representative of the Consulate General of the Russian Federation in Guangzhou.
