The Moscow Arbitration Court dismissed the lawsuit Roscosmos to the Rocket and Space Corporation “Energia” concerning the penalty for delay of manufacturing research and energy module (NEM) for the International Space Station (ISS). As a result of the court decision itself Roskosmos found guilty of disrupting the supply of the new module to the ISS.
According to the newspaper “Izvestia”, in February 2015, the Federal Space Agency sued the RSC “Energia”, where blamed last in disrupting the planned works on manufacturing research and energy module for the ISS . The amount of the penalty, which is required by the Federal Space Agency of the corporation “Energia”, amounted to 67.5 million rubles.
However, having studied the materials of the case, the Moscow Arbitration Court came to the conclusion that not blame Corporation “Energia” and Roscosmos, who made the wrong terms of reference for the development of BEP. Space Agency, as stated in the judgment, it was necessary to draw up the terms of reference is not for a separate scientific and power module, and for a bunch of BEP and outputting its missiles.
Note that the NEM was planned to produce in 2015, in the year to launch a rocket “Proton-M” and enter into the International Space Station. But the reality is very dispersed with plans: construction of BEP has not started so far and the draft Federal Space Program (FCP) in the 2016-2025 years of the launch of the module is scheduled for 2019.
