Intellectual Property Service headed by Grigory Ivlev – Vedomosti

The need to create a service for the control of intellectual property rights was raised at the end of 2013 was expected that the service will be established in early 2014 and will be able to earn in the summer of 2014, but the order to create such a service has been given until now. The complexity of the regulation of copyrights in Russia was the fact that copyrights were under the control of more than 20 different departments, said in 2013, Deputy Economic Development Minister Oleg Fomichev. It was assumed that the service will be established on the basis of Rospatent and will not only supervisory, and regulatory activities in the field of copyright and related rights, collective rights management, intellectual property protection, legal protection of interests of the state as a result of the turnover development of military, special and dual purpose.

Head of Service can propose to the government the head of the Russian Union of owners Nikita Mikhalkov, he told “Vedomosti” a federal official.

In 2013, Shuvalov said that the purpose of the service – the creation by 2018 of intellectual property infrastructure in Russia, as well as protecting the rights of authors who create intellectual property. If the service is not able to cope with this problem, the idea can be considered a failure.

At the same time criticized the Ministry of Economic Development system for collecting royalties in Russia: it is opaque, the state does not control the pickers. The Ministry proposes to establish mandatory requirements for collecting contributions to organizations, including the need to disclose statistics on the basis of which funds are allocated between the owners, set spending limit service and to oblige it to pass an annual audit.
