A study by researchers from the Stockholm Environment Institute showed that Russia and Ukraine fail to comply with the conditions of the Kyoto Protocol. This, according to the experts, nullified all efforts of the international community to regulate greenhouse gas emissions and climate change. Under the Kyoto Protocol, Russia and Ukraine were able to joint projects implement their trade quotas on greenhouse gas emissions. This involved reducing industrial emissions (due to lower production after the collapse of the USSR and investment in clean technologies) in exchange for large sums of money (which usually come in the form of investment).

The data published by experts from Stockholm Environment Institute, contains information that Russia and Ukraine are not sufficiently cut industrial emissions at its plants (mainly gas and coal), but, nevertheless, received from their partners in the joint implementation project funds to reduce the volume of emissions.

Moscow and Kiev have not fulfilled their obligations to reduce emissions of pollutants, resulting in the EU has developed an excessive amount of carbon dioxide total mass of 400 million tons, which is equivalent sold quotas worth over two billion dollars (in current market prices), experts say. Other countries, such as Germany and Poland, noted the authors of the study as the most accurate performers undertaken in the framework of the Kyoto Protocol commitments.

As the cause of non-compliance with Russia and Ukraine, the Kyoto agreement experts call the lack of control by outside observers. In case of extension of the agreement the parties concerned need to develop mechanisms to control greenhouse gas emission reductions participants who trade their quotas, the researchers explain.
