The bill provides that the provision of Internet access in public places legal entities or individual entrepreneurs shall be permitted only on the condition that between them and the telecom operators will be contracted on user authentication and the equipment they use – phones, tablets, laptops etc.

Identify users and used their equipment in the provision of ad hoc services for data transmission in a multiple access points (such as public Wi-Fi-networks) telecom operators ordered two decisions of the Russian government: of 31 July 2014 and on 12 August 2014 year, which made changes to the “Rules for the provision of communication services for data transmission.”

User identity will be determined either by means of a document (eg a passport), or mobile numbers (in Russian mobile operator contract is concluded with the presentation of the document) or via login on the portal of public services.

His bill proposes to supplement the Code of Administrative Responsibility (CAO) of Art. 13.32, which imposes a fine on the administration of legal entities and individual entrepreneurs for “violation of the procedure of identification of communication services users in data transfer and access to information and telecommunication network Internet and terminal equipment used by them” on officials from the 5 th.
