LONDON, September 21. /Offset. TASS Ilya Dmitriev/. The number of Russian universities included in the ranking of the best universities in the world by the British magazine Times Higher Education (THE) has increased to 24.
Published today by global research THE World University Rankings 2016-17 includes a total of 980 universities in the world, which is 180 more than the year before. Among them is 11 Russian newcomers. Last year Russia was represented by 13 universities. Nine Russian universities lost ground in the list that the experts are partly attributable to changes in the methodology of analysis of scientific publications.
MSU again the leader
the Highest place in the list among Russian universities is traditionally occupied by Moscow state University (MSU) named after M. V. Lomonosov, which is located on 188th place with the Aberdeen University (UK). This result, however, is 27 points lower than the rating last year.
In second place is the Moscow physical-technical Institute (group of universities 301 to 350), and closes the three leaders of the Russian St. Petersburg national research University of information technologies, mechanics and optics (University ITMO). The University, which last year was not included in the list of 800 best, this time was in the group with 351 to 400.
the Impressive progress made and the Higher school of Economics (HSE). University, last year not included in the rating, this time was in the group of 401 to 500. This is the fourth result among Russian universities.

Who else is Russia
Russia published for the 13th time, ranking, covering only 5% of all universities in the world, also represent Kazan Federal University (401-500), national research nuclear University “MEPhI” (401-500), Novosibirsk state University (401-500), Saint-Petersburg state University (401-500), Tomsk Polytechnic University (501-600), Tomsk state University (501-600), Moscow state technical University named after N. E. Bauman (601-800), Saint-Petersburg Polytechnic University Peter the Great (601-800).
In category 801+ are the following Russian universities: Nizhny Novgorod state University named N. I. Lobachevsky, national research University “Moscow Institute of electronic technology (MIET), national research Saratov state University, national research technological University (MISIS), Novosibirsk state technical University, Russian University of friendship of peoples of Samara state aerospace University, First Moscow state medical University named after I. M. Sechenov, Siberian Federal University, southern Federal University, Ural Federal University, Voronezh state University.
For technical reasons
Editor rating Phil Beatty in an interview with TASS called this outstanding result, drawing at the same time, attention to the most typical problems of Russian universities. “Great news for Russia is a greater number of universities this year. In General, we see a very positive picture: a lot of universities made the list for the first time. In particular, the HSE made its debut in the ranking, being able to expand the number of publications,” he said.
“But there are difficulties among other universities – some universities fell in the rankings due to technical reasons related to the fact, as it was considered a publication,” said Beatty, citing the example of St.-Petersburg Polytechnic University Peter the Great. The University this last year (201-250) is practically a step away from top 200, this time was in the group with 601 to 800 place. Beatty explained the decline of the “policy change processing of the database of the company Elsevier (“Elsevier”)”, which cooperates with THE.
“We analyzed 50 million citations to nearly 12 million publications. In this study, we reviewed 23 thousand journals. But, of course, Elsevier sometimes change the exact number of sources that they process. Sometimes they exclude magazines from the study that may affect the performance,” explained Beatty.
Aspect of reputation
the Deteriorating position of Russian universities is due to the decline in some cases, the reputational ranking of universities is subjective, but important part of the study, which is based on academic opinion and not on objective indicators of the educational institution. This aspect, according to Beatty, played against MSU.
“Moscow state University secured a spot among the top 200 universities, demonstrating improvement in the area of citation. But against the University played its reputational ranking. Perhaps MSU could not maintain the highest level of respect for their reputation, as in the past,” said the editor.
According to him, the MSU can be broadly applied to the situation with Russian universities in General. This is a classic case where the institution does not become worse, but other institutions improved their performance faster,” said Beatty.
Top 100: achievements and challenges
In this connection he referred to the Russian program “5-100″, aims to ensure that by 2020 at least five Russian universities entered the top-100 of leading world centres of higher education.
“the Project “5-100″ has a very positive impact. This is a step in the right direction: initiatives aimed at improving international relations of Russian universities. But there are fundamental problems in the Russian system, including the loss of great talents of past decades,” said Beatty. He acknowledged that “to realize the ambitious plans of the country is to catapult five universities in the global top hundred by 2020 will be difficult.”
the Question, he said, is, “enough of this program, how fast is the reform and sufficient funding.”
Asia
the Expert drew attention to the direct link between funding and results of universities, citing the example of China. “If we look at China, they have 3-4 similar program, and one of them had a volume of 33 billion dollars. China began to invest in these programs in the 90-ies of the last century, and these initiatives have been successful and allowed to return home Chinese graduates,” said Beatty.
He also mentioned the successful experience of South Korea and Singapore, have demonstrated a history of success based on the large amounts of funding, combined with a commitment to strengthening international partnerships and efforts to invest in future scientific workers.”
the Leader of the rating this year was the British Oxford University. Overall, the study once again demonstrated the dominance of higher education institutions from the United States and great Britain. Among 980 universities ranking 148 represent the United States and 91 the United Kingdom.
